400 - Shipment Invalid State
The shipment_invalid_state error code will be returned as a child error of an allocation_failed response when a shipment is not in a valid state to be allocated.
It is only possible to allocate a shipment when it is in a state of unallocated. An attempt to allocate a shipment in any other state will result in a shipment_invalid_state error code.
